The Foundation is an institute created by Daniel Reaves and contains androids 1, 13, 16, 17, 18, 19 , 20 and 21.
History
The foundation was created in 1932 by the second mayor of Ray City , Thomas Shelley, as a black ops division to deal with supervillains discreetly so as not to cause any worry to the populace of the city. After his death, his succesor, the peace-loving, Seamus Heaney, shut the foundation down after it was corrupted by his childhood friend Daniel Reaves, the new leader.
However, Daniel continued to run The Foundation under cover changing the purpose of the faction to serve his own needs.
